Relief on the way as new rules simplify personnel cost reporting in Horizon Europe

The introduction of personnel unit costing is the latest move to chip away at the mountain of bureaucracy in Horizon Europe.

The new method, which came into effect in May, allows each beneficiary to calculate an internal daily rate that it applies to all staff on a Horizon project. Since it is then no longer necessary to calculate the exact salaries and the time each person contributes to a project, this will reduce the amount of paperwork.

Why?

The European Commission is offering personnel unit costs as an alternative for beneficiaries who don’t want to have to deal with the complexity of factoring in a proportion each person’s salary, or don’t have the in-house expertise to manage the bureaucracy.
