Instead of boosting innovation across all of eastern Europe, the EU should selectively support new innovation hubs
The EU’s ambition of levelling up innovation in every region of Europe is misguided, according to a senior European Commission advisory group. Instead of working to close the innovation gap everywhere, policy should focus on supporting the emergence of innovation hubs in less favoured regions, and put in place measures to ensure the benefits are shared, says the expert group on the economic and societal impact of research and innovation (ESIR).
