Audits put Horizon Europe’s new admin rules to the test

Scrutiny of project management follows years of uncertainty over how to interpret new contract rules

The first batch of Horizon Europe projects are about to finish, and the first wave of project audits to begin. This will tell us how well researchers have adapted to changes in the way grants are administered, including the introduction of lump sum funding, measures pitched by the European Commission as a simplification of the rules.

Some of the changes in Horizon Europe are down to the European Commission’s desire to take a “corporate approach” and harmonise procedures for a variety of different funding programmes. Then there are changes to rules specific to Horizon Europe, for example switching from hourly to daily rates for calculating personnel costs.
