USA Today reports declining R&D budgets in the USA, albeit in, it seems, just one tech sector.

We wouldn't usually pass on news from USA Today, but the article Some tech companies cut R&D budgets has a couple of interesting points.

For a start, it reports R&D cuts "from some of tech's most innovative companies". But it then lists IT companies, which, as we constantly warn, are not necessarily typical of technology businesses in general. Then again, they do spend a lot of money.

The next interesting but is the statement that "IBM on Wednesday plans to launch a consulting service to help businesses manage R&D efforts." Here too, we suspect, it will be all about IT. But which business does not want help in managing its R&D?
