Pro tip: study EU policy to understand research programming

Horizon Europe is becoming increasingly policy- and market-driven. Here are some lessons to be learnt from leaked 2025 work programmes

In one way or another, EU Framework Programmes have always been a policy instrument. But the latest set of leaked work programmes show there will be ever more precise and prescriptive pathways for European research and innovation in 2025.

So for example, among the draft programmes that Science|Business has published in the last few weeks, a flurry of climate research projects will now be subject to a new “societal readiness pilot” to test their likely acceptability to society at large.

Meanwhile, some of the calls in Cluster 4 for digital projects already require a business plan and exploitation strategy, to show how each project can be brought closer to the market.
