Horizon Europe partnerships told to present strategies for financial independence

Commission sends mixed message about role of planning exercise in selection of partnerships to be funded beyond 2027

Most of the 60 Horizon Europe partnerships, which manage EU research calls across industries ranging from healthcare to aviation, have been asked to adopt strategies in 2026 explaining how they could continue to operate without EU funding. 

While foreseen in the Horizon Europe regulation, the request to plan for financial independence has taken on additional significance given the European Commission’s announcement in July that it wants to streamline the partnership portfolio in the next iteration of Horizon Europe.

In particular, the Commission is rumoured to want to scrap all the partnerships in which EU money is combined with national research and innovation funding, a practice that has brought an additional €15 billion to the current research programme.
