The European High Performance Computing Joint Undertaking (EuroHPC JU) has two open vacancies for the posts of Programme Officer R&I – Quantum and Artificial Intelligence.

The Programme Officers will contribute to the preparation and implementation of the technical and administrative activities necessary to accomplish the mission and objectives of the Joint Undertaking, in particular to develop and support the European integrated world-class supercomputing, quantum computing and data infrastructure and a highly competitive and innovative HPC ecosystem. Programme Officers play a critical role in the Joint Undertaking’s interactions with external experts, stakeholders and the wider HPC and quantum computing communities.

The Programme Officers organise and are involved in the implementation of public procurements and grants (publication, opening, selection of experts, evaluation, logistics etc.), manage the selection process, monitor the execution of associated contracts and grant agreements, and ensure compliance with the prevailing rules and regulations. They act as contact points for beneficiaries and external stakeholders participating the JU’s operations, negotiate strategic, scientific, managerial and financial aspects of contracts and amendments and coordinate the work with other units of the JU on the respective operations, in particular with the financial and legal services.

Candidates will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications:

Eligibility criteria

  • Be national of one of the Member States of the EU, Iceland, Lichtenstein or Norway and enjoy full rights as citizens.
  • Degree:
    - a level of education which corresponds to completed university studies of at least three years attested by a diploma;
  • Produce evidence of a thorough knowledge of one of the languages of the European Union, preferably English, French or German, and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties.
  • Produce the appropriate character references as to their suitability for the performance of duties of the post.
  • Have fulfilled any obligations imposed by applicable laws concerning military service.
  • Be physically fit to perform the duties linked to the post.

Essential qualifications and experience

  • 3 years of professional experience in positions with tasks closely related to the ones described in the vacancy notice, including at least 3 years in R&I in the field of high performance and/or quantum computing, or in a similar technical areas;
  • Scientific or technical knowledge in high performance computing and/or quantum computing, OR artificial intelligence;
  • Proven experience in managing complex projects (financial, technical and/or legal aspects);
  • Strong writing and presentation skills in English, both orally and in writing (C1 level or higher).

Failure to comply with the eligibility and essential qualifications and experience will result in a disqualification of the candidate concerned.
