The road to FP10: How will RAISE accelerate Europe’s leadership of AI in science?

While the EU has often struggled to keep pace with the US and China in the research, development and commercialisation of artificial intelligence (AI) technologies, one area offers Europe a genuine opportunity to lead: the application of AI in research and science. The European Commission sees this as a strategic opening – positioning AI not just as a tool, but “as a catalyst for scientific breakthroughs and a key instrument in the scientific process.” By harnessing its strengths in fundamental science, advanced research and high-performance computing (HPC) infrastructures, and high-quality data, Europe has the potential to turn AI into a driver of competitiveness, sustainable development and strategic independence, while tackling ‘wicked problems’ linked to climate change, health, energy and more.

The European Commission newly published Strategy for AI in Science (October 2025) sets out how Europe can accelerate the responsible integration of AI across research and innovation, making it a foundation for the next wave of scientific discovery. A central part of this plan is the forthcoming launch of the Resource for AI Science in Europe (RAISE) at the AI in Science Summit in Copenhagen on 3 November. RAISE will serve as a virtual platform pooling key AI-related resources – from talent and funding to compute power and data – to support the research community in ‘turbo-charging’ its frontier work and maximising AI’s transformative potential in science.

At the same time, Europe is investing in a new generation of AI Factories, Antennas and Giga-Factories – hubs designed to connect researchers, developers and industry, and to boost access to advanced tools, datasets and training resources. These developments, together with the planned Cloud and AI Development Act expected in early 2026, signal a decisive step towards a stronger, more self-reliant European AI ecosystem.

In this private webinar, members of the Science|Business Network will have the opportunity to discuss the rollout of these initiatives with Liviu Știrbăț, Head of Unit for AI in Science at the European Commission’s DG RTD, and to learn how RAISE is intended to benefit researchers and innovators throughout the AI value chain. The session will explore how these efforts aim to strengthen Europe’s leadership in AI-driven research – and why this moment represents a strategic opportunity for Europe to assert its independence and shape the global future of science and innovation.
