Since the start in 1984, the EU’s Framework Programmes have relied heavily on massive, collaborative projects between public and private research organisations to push innovation forward. In Horizon 2020, these included Clean Sky, the Innovative Medicines Initiative, ECSEL in microelectronics, and many more. But they have their critics, and in the planning for Horizon Europe member states are pushing the Commission in 27 different directions as it prepares the new partnerships. How can these PPPs be designed to deliver greater value for money? This panel of partnership experts debates the issues, and invites audience members to relate their own experiences for comment by the entire group.
