Horizon Europe: Aligning priorities between EU and member states for R&I goals

As underlined most recently in the report compiled by the Commission Expert Group on the Interim Evaluation of Horizon Europe, to foster an EU ecosystem for research, member states need to make ambitious plans for investment in R&I. The main way through which this can happen is the European Semester process, but over the past years this framework, while showing promise, has also lacked a more overarching framework for co-funding. What is the way forward, to deliver on the promises of renewed European competitiveness on the world stage?
