In June, 22 research managers from universities and research centres around Europe spent two days discussing how they would simplify project management under the €93.5 billion EU research programme Horizon Europe. Their ideas are now published in a new report.
Among their recommendations are standard templates for the non-scientific sections of project proposals, reinstating Horizon 2020 rules for researchers working exclusively on single projects, and smoother access to each organisation’s proposal data.
But any changes introduced must respect three basic conditions, the managers say: clarity, reliability and stability. That means clear rules and no sudden changes without consulting the community.
