Fewer but bigger: talks on post-2027 framework take centre stage, as EU’s public-private partnerships mark their 20th anniversary
As EU research partnerships celebrate their 20th anniversary, change is in the air. At a conference marking the occasion earlier this month, the European Commission signalled the need to ‘streamline’ the partnership portfolio from 2028 onwards.
In practice, this is likely to mean fewer but bigger partnerships in the next EU Framework Programme, FP10.
Currently, Horizon Europe funds 50-odd partnerships that combine private resources and public money to boost investment in key industries and advance EU policy and geopolitical goals, such as the green and digital transition. When Horizon Europe began in 2021 there were 49 partnerships, down from about 120 in the previous EU Framework Programme, Horizon Europe. From 2025, the Commission will add ten new ones to the mix.
