If you’re a policymaker or politician, and there’s a technology you’d like to create, such as a cheap anti-ageing pill, say, or impenetrable drone defences, how exactly do you bring it into the world? What kind of funding instrument do you use?

On both sides of the Atlantic, philanthropists and new agencies are experimenting with new ways to fund public innovation. There’s now a bewildering array of research and innovation models, from advance market commitments to focused research organisations, alongside more traditional tools such as bottom-up research grants or corporate R&D tax breaks to choose from.
