Battle lines drawn with the European Commission over whether to steer, or decentralise, EU research and innovation funding

The European Innovation Council (EIC) would be given greater independence under plans for the next Horizon Europe published on March 13 by the European Parliament’s lead rapporteurs on the legislation. The move represents a push back against European Commission plans to align the EIC with its policy goals.
The Commission “wants to reduce the autonomy of the European Research Council and European Innovation Council. It wants full control over programming of calls, and this is a step in the wrong direction,” says the report drawn up by Christian Ehler of the European People’ Party, lead rapporteur on the Horizon Europe proposal.
