One year in to association to Horizon Europe, Canada wrestles with inexperience, bureaucracy and false starts

Last week marked the first anniversary of Canada’s partial association to Horizon Europe, the EU’s €93 billion research and innovation programme. It joined New Zealand and South Korea as one of the most distant associated partners, with talks still ongoing with Japan and Singapore.
Since July 2024, Canadian researchers have been able to apply to Pillar 2 of Horizon Europe, the part of the programme devoted to collaborative research on global challenges and European industry.
The result has been a “sizeable” increase in Canadian participation in Horizon Europe projects, according to the European Commission, with numbers expected to increase further following recent outreach initiatives.
