The UK’s association to Horizon Europe was agreed, at least in theory, at the end of 2020, when London and Brussels signed the Trade and Cooperation Agreement that set the terms of post-Brexit relations. However, subsequent political disputes meant a deal was not signed for another three years.
In the interim, the UK established a guarantee scheme to support UK-based researchers and innovators who successfully applied to Horizon Europe but were unable to receive funding. As of April 2023, UK Research and Innovation had awarded more than £1 billion through this scheme to cover all EU calls under the 2021, 2022 and 2023 work programmes.
An association agreement was finally signed in September 2023, with further political difficulties delaying its application until early 2024. But since then, UK researchers have been eligible to apply for the full Horizon Europe funding programme, on the same terms as their EU peers.
