French president calls for a “European research and technology coalition” and a larger EU budget to compete in strategic technologies

French President Emmanuel Macron has called on EU governments and research institutes to unite behind a common goal of securing European sovereignty over strategic technologies including chips, quantum and AI.
Macron urged French research organisations including the National Centre for Scientific Research (CNRS) and the Atomic Energy Commission (CEA) to form a “European research and technology coalition,” during a speech on May 22 at CEA’s supercomputing centre in Bruyères-le-Châtel, which hosts the Lucy quantum computer inaugurated in April.
He cited Germany’s Helmholtz, Max Planck and Fraunhofer institutes; TNO in the Netherlands; and Belgium’s Imec as possible partners for “a common strategy of European preference,” while also highlighting the importance of industrial partnerships between innovative European companies.
