Israeli participation in the EU’s Horizon Europe research and innovation programme has dipped to record lows this year, suggesting the fallout from the Hamas attacks of October 2023 and outrage at the subsequent invasion of Gaza could have hit the country’s involvement.
Universities in several European countries have boycotted joint work with Israeli institutions in response to the country’s assault on and blockade of Gaza. Last week, a group of Belgian universities reiterated calls that Israeli association to the programme should end.
